The Hanoi Principles: For Voluntary Codes of Business Ethics in the Construction and Engineering Sector

Mission

Foster a high-integrity construction and engineering industry across the APEC region

Goals

The Hanoi Principles are a set of business ethics principles and implementation guidelines for the engineering and construction sector in the APEC region. The principles promote a fair marketplace through ethical business conduct.

Their goal is to help to facilitate an open and transparent business environment, free from corruption and undue influence, enhancing the ability of companies, especially small and medium sized companies, to participate in global markets.

Stakeholders

In cooperation with the U.S Department of Commerce, and under the auspices of the the Asia-Pacific Economic Cooperation (APEC) Small and Medium Enterprise (SME) Ministerial Working Group, Fluor led the effort to develop the Hanoi Principles.

Representatives from all 21 APEC economies met in Hanoi in September of 2011 to draft the principles over the course of two days. They were subsequently approved by the APEC SME Ministers at their meeting in Bangkok in October of 2011 and by the APEC Leaders at their meeting in Honolulu in November of 2011.
