Towards a culture of anti-corruption compliance in Argentina: Reorientation of incentives through Collective Action

Mission

Generating consensus-based anti-corruption policy reforms through a Collective Action process in Argentina

Goals

The project was organized around two main objectives:

  1. Informing the debate on corruption in Argentina, and
  2. Generating consensus-based policy reforms through a Collective Action process.

Stakeholders

The project was implemented by the Fundación Universidad de San Andrés (FUdeSA) in cooperation with Asociación Civil por la Igualdad y la Justicia and the Centro de Implementación de Políticas Públicas para la Equidad y el Crecimiento, Argentina. The project was funded under the First Funding Round of the Siemens Integrity Initiative.

Activities

The initiative aimed at generating knowledge on institutional, political and business incentives that shape corruption in Argentina, the interaction between formal and informal institutions in specific markets and areas, the cost of corruption to such markets and the mechanisms that may help to prompt actors into action for reform.

The project focused on the following issues:

  • political financing;
  • public procurement;
  • responsibility of legal persons
  • the role of the legal profession in facilitating corrupt transactions.

Such knowledge was intended to be the basis for shaping consensus-based reform proposals aimed at shifting the incentives that facilitate corruption. The creation of a multi-stakeholder platform was planned to guide discussions and build consensus for such proposals. This would constitute the centrepiece of a “principle-based initiative”, aiming at improving the legal framework and advancing policy reforms. The project ended in 2014.
