Activities

Between 2009 and 2014, the Ministry of Public Works of El Salvador applied 31 Integrity Pacts in the context of five major public works contracts. Two civil society organisations served as monitors: FUNDE (the El Salvador Chapter of Transparency International: Fundación Nacional para el Desarrollo) and the Social Initiative for Democracy.

The Ministry and CSO organisations collaborated to draft an Integrity Pact model that would be suitable for the Salvadoran legal framework. In 2012, support for the use of Integrity Pacts to oversee public procurement became part of the Salvadoran government’s Open Government Partnership action plan.

At the conclusion of the project, the Ministry and CSOs agreed that the Integrity Pacts had played a significant role in promoting transparency and a deterrent effect on anti-competitive or corrupt practices. Since then, an Integrity Pact has been used at least once by the Salvadoran Road Maintenance Fund in 2017 appointing citizens as social witnesses with the power to request information to ensure that the contracting authority and contract implementers comply with commitments undertaken in an Intergrity Pact.
