Public Private Platform Against Corruption (PPPAC)

The Public Private Platform Against Corruption (PPPAC) in a Collective Action initiative set up following an Anti-corruption Business Forum organised by the Independent Commission Against Corruption (ICAC) in Mauritius in 2013.
The purpose of the platform is to provide for a consultative forum against corruption while fostering interaction between the public and private sectors for a corruption-free Mauritius, in line with domestic legislations such as the Prevention of Corruption Act (PoCA) 2002 and conventions and protocols such as the United Nations Convention Against Corruption (UNCAC) and the Southern African Development Community Protocol Against Corruption.

The objectives are to:

  1. Identify and prioritise corruption risks areas which require robust actions from both sides and work towards the elimination of those inadequacies;
  2. Synergise and sustain anti-corruption efforts initiated in each sector;
  3. Ensure collective anti-corruption initiatives from public bodies and private businesses and organisations;
  4. Make recommendations to relevant parties for enhancing integrity; and
  5. Discuss and make proposals for amendments to anti-corruption legislations.

The platform has produced reports and recommendations on high-risk corruption areas including:
• Procurement and contract management;
• Permits and licensing in Local Authorities;
• Licensing at the Tourism Authority and Beach Authority;
• Work permits for foreigners;
• Gifts and hospitality; and
• Use of ICT in enhancing transparency.

Various recommendations made by the PPPAC have been implemented in the public sector and in private-sector organisations, and have contributed in consolidating the overall national anti-corruption infrastructure.
