Promoting Business Integrity in Tax Compliance through Collective Action

Mission

Enhance tax compliance, promote ethical conduct, and foster transparency and integrity within Ghana’s taxation system

Goals

The initiative aims at enhancing tax compliance, promoting ethical conduct, and fostering transparency and integrity within Ghana’s taxation system.

Its main objective is to promote dynamic dialogue, collaboration, and knowledge exchange among key stakeholders from the public and private sectors.

Stakeholders

The initiative is spearheaded by the Ghana Integrity Initiative (GII) and and the Ghana Revenue Authority under the Customs Division.

As part of the World Customs Organization (WCO) Anti-Corruption & Integrity Promotion (A-CIP) Programme for the Ghana Revenue Authority since 2019, GII has worked with the A-CIP Programme and leveraged previous research carried out by GII to develop a Corruption Reporting Mechanism for the Ghana Revenue Authority.

Activities

The initiative focused on the following activities:

  • Facilitation of training led by experts from other customs administrations, focusing on best practices in reporting management
  • Establishment of a Steering Committee for Collective Action on corruption in customs. The Steering Committee is currently working to implement concrete integrity-related measures, including the deployment of the Corruption Reporting Mechanism and training of staff for operating the system.

Through the Collective Action programme in customs, partners enhanced awareness, education, and dialogue among taxpayers and businesses through the media and other interactions that encouraged voluntary compliance with tax laws and regulations, reducing the tax gap and increasing revenue collection for national development, as the division noted exceeding their targets in 2023.
