Strengthening Civic Vigilance: Empowering Citizen Engagement in Detecting and Reporting Corruption

Mission

Address the lack of citizen engagement in detecting and reporting corrupt practices in Azerbaijan

Goals

The Collective Action aims to address the issue of corruption in Azerbaijan, and particularly, the lack of citizen engagement in detecting and reporting corrupt practices, such as bribery, nepotism, and conflicts of interest.

The initiative’s main goal is to create a multi-stakeholder platform to support and raise awareness on whistleblower protection.

Stakeholders

SOCAR Midstream Operations initiated the Collective Action, with academic support of the International Anti-corruption Academy (IACA). Through the Azerbaijan Ethics & Compliance Network (AECN) and the American Chamber of Commerce Legal and Compliance Committee, SOCAR is engaging with other companies. As a next step, the initiative is targeting to involve state agencies, incl. the State Anti-Corruption Commission.

Activities

To achieve its goals, the initiative plans to analyse underlying social norms, and cultural obstacles to whistleblowing in order to identify effective intervention points to drive behavioral changes.
