Bulgarian Collective Action Platform (BCAP)

Facilitate formal collaboration between state and non-state actors for countering corruption and raising standards of integrity in the public and private sectors in Bulgaria

To facilitate formal collaboration between state and non-state actors in a neutral setting, the Basel Institute launched the Bulgarian Collective Action Platform (BCAP) in June 2024, which is intended to provide regular opportunities for key stakeholders from national and local governments, the business community, civil society, and international organizations, to discuss and build consensus, and implement practical solutions, for countering corruption and raising standards of integrity in the public and private sectors in Bulgaria.

The BCAP’s focus from 2024-2028 will be on introducing mechanisms that improve the governance and integrity of public procurement projects – from the pre-planning to post-delivery phases.

The initiative involved representatives from the public and private sectors and civil society. The Bulgarian Industrial Capital Association, the American Chamber of Commerce in Bulgaria and the Bulgarian-Swiss Chamber of Commerce are actively involved.

Under the BCAP, regular multi-stakeholder forums are organised, which provide opportunities for formal engagement in a neutral setting between high-level government representatives and business leaders, with the involvement of civil society and international organizations. These forums promote an enabling environment for multi-stakeholder and bi-partisan collaboration in improving integrity and addressing corruption and other unfair business practices, and explicitly include participants from different political parties and positions. The forums are also practically focused, with the aim of identifying, supporting and monitoring the progress of Collective Actions – specifically Blue Dot Network certification, the High-Level Reporting Mechanism (HLRM) and Integrity Pacts - in specific procurement projects and related initiatives.
