Saya Perempuan Antikorupsi (SPAK - I am a woman against corruption) Indonesia
SPAK or “Saya Perempuan Anti Korupsi” (“I am a Woman Against Corruption”) puts women at the centre stage of the fight against corruption. SPAK’s mission is to foster individuals' anti-corruption values and enable them to be agents of change in society.
SPAK members include police officers, women civil society members, government officials, village heads, teachers, judges, attorneys, academics, and others.
SPAK focuses on raising awareness to identify corrupt behaviours in everyday situations and to respond accordingly. SPAK also develops games as an educational tool to help learning and bring corruption prevention closer not only to its members but also to their communities.
Today SPAK focuses on three main activities:
- Education of anti-corruption values in schools and institutions, including the private sector;
- Building youth discussion forums;
- Preventing corruption that relates to crimes against women through policy advocacy & public education.
In 2019, SPAK collaborated with the government of Surabaya City and companies to train and assist 350 teachers to act as anti-corruption models in schools. The programme successfully promotes ethical behaviour changes among teachers, particularly in responding to gifts or favours from parents. In 2021, SPAK Indonesia started “The Honest School is my School” programme, helping schools build an anti-corruption ecosystem. Today, 91 schools in Aceh, Medan, Jakarta, Semarang, Makassar, Gorontalo and Papua have joined. The schools reported behaviour changes among students and teachers related to honesty and fairness. Some schools even implemented transparent school finances to encourage parents to keep an eye on it and developed a code of ethics to prevent gratification from parents to teachers.
For young people, SPAK organised forums in collaboration with campuses featuring inspiring speakers, practicing anti-corruption values, sharing of experiences, and networking with communities and organisations. Supported by the International Foundation for Electoral Systems, SPAK invites university students, board and legislative members to discuss issues such as the importance of the forfeiture law and sexual corruption on campus.
In 2022, SPAK research found evidence linking corrupt practices with trafficking in person cases in South Sulawesi Province. SPAK developed a policy brief based on the research results, which was used by the House of Representatives of South Sulawesi to enhance regional regulation of trafficking in person to include corruption in the prevention chapter. SPAK also developed a game named “Kortipo” to educate the public about the corrupt practices in trafficking in persons.
