Mission

Mobilize and empower women across Indonesia as agents of anti-corruption, promoting integrity, prevention and collective action at the community level

Goals

The key goals of the mission are to:

  • To raise awareness of corruption and anti-corruption values at grassroots levels;
  • To equip women from diverse backgrounds (mothers, community leaders, educators, activists, etc.) to act against corrupt practices in their own families, social circles, and communities;
  • To build a network of “SPAK agents” who can be role models, advocates, and facilitators of integrity in daily life;
  • To foster collective action and collaboration with institutions and civil society in preventing corruption.

Stakeholders

The stakeholders of the SPAK Indonesia initiative span across sectors. From the public sector, SPAK collaborates with national and local government institutions, including ministries, agencies, and provincial or district authorities, to support integrity reforms in offices, schools, and communities.

Within civil society, SPAK itself is a grassroots movement, mobilizing women from diverse backgrounds (teachers, mothers, activists, and community leaders) as “agents” who spread anti-corruption values and practices at the local level, while also partnering with NGOs and community organizations.

The private sector is engaged through awareness-raising, advocacy, and collaborative activities aimed at strengthening business integrity. Finally, academia contributes through research, evaluation, and educational outreach, providing evidence, training, and platforms for dialogue that connect theory with practice.

Activities

SPAK Indonesia’s activities range from creative community engagement to institutional collaboration, all aimed at embedding integrity in daily life. For instance, SPAK agents have transformed the traditional arisan (community savings circle) into an anti-corruption themed game where participants explore real-life dilemmas and practice making ethical choices.

In schools, teachers trained by SPAK integrate honesty and fairness into classroom lessons and extracurricular clubs, while in communities, agents establish informal “SPAK corners” where neighbors can access resources on ethics and accountability. Beyond the grassroots level, SPAK has worked with local governments to pilot transparent administrative procedures in public offices and with universities to introduce anti-corruption awareness into student programs.
