Connecting University and Procuratorate Integrity Pact

Promote anti-corruption and a clean business environment in Shanghai

The Connecting University and Procuratorate Integrity Pact is an initiative aimed at promoting anti-corruption and a clean business environment through the Collective Action of the East China Normal University, the Shanghai People’s Procuratorate, and a wide range of stakeholders, such as the Shanghai Federation of Industry and Commerce, compliance monitors, corporates, administrative bodies, and college students.

The Integrity Pact was initiated by the Great China Compliance, an initiative funded by the Siemens Integrity Initiative, and formally established in September 2022.

Shanghai Research Base on Criminal Compliance and Monitorships: Under the initaitive, the Shanghai Research Base on Criminal Compliance and Monitorships, a new platform for collaboration aimed the the continous development of anti-corruption compliance, was established at the East China Normal University.

The platform fosters cooperation between academics at East China Normal University who specialize in corporate compliance research and the procuratorate who handle active criminal cases, leveraging the theoretical background and practical experience from both stakeholders.

Training of Compliance Monitors: The initiative conducts trainings of compliance monitors, under whose direction the effectiveness of compliance programmes is supervised and evaluated.

Setting Compliance Standards: Under the initiative, various compliance guidelines were drafted, which provide an important reference for compliance practice in Shanghai. The Anti-Corruption Compliance Management Guideline for Publicly Listed Companies has been widely adopted by publicly listed companies in Pudong New Area, Shanghai. The guideline on compliance management systems of small and medium-sized enterprises (SMEs) is another standard designed by the initiative that is widely used and accepted by SMEs in Shanghai.

Educating Next Generation of Anti-Corruption Professionals: The initiative also delivered anti-corruption lectures for students from various Chinese universities, whose compliance awareness and competence were greatly improved.

Publication of Theory and Practice of Corporate Compliance: The initiative published various publications relating to integrity, including on ESG Compliance for Healthcare Globalization, a Compliance Management System Manual, and a Handbook of Criminal Compliance and Monitorships.
